Ramzi Khoury, born in 1946, is the chairman of the Palestinian National Fund (PNF) which is responsible for funding the PLO‘s activities and constituent organisations. In his capacity as chairman of the PNF, Khoury is automatically a member of the PLO’s Executive Committee. He is a member of Fatah.
Khoury was close to Yasser Arafat, serving as his chief of staff between 1994 and 2005. He was appointed by Mahmoud Abbas to head the PNF in 2005, replacing Nizar Abu Ghazala. But he was only formally appointed chairman by the Palestinian Central Council in February 2022.
Although not a member of the Palestinian government, he holds the rank of minister.
