Germany is planning its largest military operation since World War II in Syria. However, disagreement on Assad is still a controversial issue. Janning says that working with Assad does not fit together. Nevertheless, local forces on the ground are perceived by many decision-makers to be the only efficient way to deal with ISIS. Training fighters like the Peshmerga should be seen cautiously.
