Following high level ministerial meetings on Ukraine, ECFR's Wider Europe team report on the implementation the Minsk agreement

When EU leaders meet on 17 – 18 December in Brussels, they will discuss the renewal of sectoral sanctions against Russia. These sanctions are conditioned on the “complete implementation of the Minsk Agreements”. As can be seen from our Minsk Monitor, which tracks implementation, the agreement is far from being implemented and major hurdles remain.
