Biography

Laurence Boone is a distinguished visiting fellow at the European Council on Foreign Relations. Her research focuses on European economic and financial affairs, European political economy, and the global economy. Her extensive career as French economist has significantly shaped European economic policy.

Boone served in the French government as secretary of state for European affairs between 2022 and 2024, where she played a key role in navigating European integration. Prior to this, Boone was the chief economist and head of the economics department at the OECD. She was also the secretary general’s spokesperson on economic issues and serves as the OECD representative at the deputies’ meetings of the G20 Finance Track.

Before joining the OECD, Boone was the chief economist at AXA Group and global head of multi-asset client solutions and trading and securities finance for AXA investment managers in France. Additionally, she was an independent director on Kering’s board.

Between 2014 and 2015, she was also Sherpa and special adviser for multilateral and European economic and financial affairs to the French president, and from 2011 to 2014 the chief economist and managing director at Bank of America. Boone was managing director and the chief economist with Barclays Capital in France from 2004 until 2011, and prior to this was an economist with the OECD from 1998.

As well as authoring numerous articles, Boone taught at the École Polytechnique, ENSAE (the National School of Statistics), the École Normale Supérieure, and Sciences Po (Paris School of International Affairs).
