Harry Higgins

Harry Higgins is a campaigns officer at the European Council on Foreign Relations, where he develops and executes campaign strategies and advocacy efforts.

Prior to joining ECFR, Higgins was a political fellow on Joe Biden’s presidential campaign before going on to work in both the Irish and European Parliaments.

He holds a joint honours degree in law and political science from Trinity College Dublin and an MA in European political and governance studies from the College of Europe, Bruges.
