Biography
Harry Higgins is a policy and communications advisor at the European Parliament, with a focus on international trade and development policy. He holds an MA in European political and governance studies from the College of Europe in Bruges, where his thesis centred on the global politics of corporate taxation.
Harry Higgins was a campaigns officer at the European Council on Foreign Relations, where he developed and executed campaign strategies and advocacy efforts.
Prior to joining ECFR, Higgins was a political fellow on Joe Biden’s presidential campaign before going on to work in both the Irish and European Parliaments.
He holds a joint honours degree in law and political science from Trinity College Dublin and an MA in European political and governance studies from the College of Europe, Bruges.
