An off-the-record event following the recent publication of Order from chaos: Stabilising Libya the local way by Tarek Megerisi. The discussion will focus on stabilisation challenges in Libya, including the degree to which stabilisation tools can more effectively be used to advance a meaningful political process.

Bringing together a range of Libyan and internationsl interlocutors, this event will outline core obstacles to progress and examine how and where the UK and European partners can more effectively strengthen stabilisation efforts. Should European actors put greater emphasis on partnership with local actors over the GNA, what can be done to improve Libya’s ravaged economy and how should these combined efforts be tied to an effective political strategy?

Prof. Awad Ibrahim al-Baraasi is Former Deputy Prime Minister of Libya and Former Minister of Electricity and Renewable Energy of Libya. He is Chairman of the Libyan Organization Of Policies & Strategies (LOOPS), and is also working as a professor and advisor with the Libyan Authority of Research, Science and Technology.

Doina Munteanu (@munteanudoina7) is Project Manager for the EU-UNDP project on Resilience and Recovery in Libya, a three-year initiative supporting local authorities in Libya to respond to conflict and human mobility induced challenges. She has 16 years of field experience working on project and programme management, strategic planning and fundraising in protracted conflict settings.

Louise Hopper is Deputy Head (Libya) of the DFID-FCO North Africa Joint Unit in the UK.

Tarek Megerisi (@Tmegrisi) is a Policy Fellow at ECFR. He specialises in Libyan politics, governance and development, and started his career in Tripoli, Libya with the Sadeq Institute and various INGOs providing diverse research and democratisation assistance to Libya’s post-revolutionary authorities between 2012-2014.
