A changed view of Russia has emerged in Washington since the interference in the 2016 U.S. election. Should the United States adopt a containment policy to meet the renewed Russian threat? Does this mean a new Cold War? What would it mean for Europe and for the world?

Philip Gordon is a senior fellow at the Council on Foreign Relations, former U.S. Assistant Secretary of State for Europe and White House Coordinator for the Middle East in the Obama administration. He has recently co-authored Containing Russia: How to Respond to Moscow’s Intervention in U.S. Democracy and Growing Geopolitical Challenge.
