To accompany the release of ECFR’s European Foreign Policy Scorecard 2015, on 18 February 2015, ECFR’s Berlin Office organized a Black Coffee Morning to discuss with experts from politics and diplomacy the annual analysis of the performance of the EU and its member states in 2014, a year of crises that challenged the unity of the European countries and their common institutions to adopt effective and efficient policies in foreign affairs and defence.

Rachel Tausendfreund (Editor, ECFR) presented the findings of the Scorecard and discussed the methodological approach of the publication. Ralf Beste (Deputy Head for Policy Planning, German Federal Foreign Office) elaborated on the official view of the German Foreign Ministry on Berlin’s performance on the world stage. The subsequent discussion revolved around both contend-related and methodological questions concerning the latest Scorecard.
