GLOSSARY

Area A is the part of the West Bank that is fully under PA civilian and security control – represents 17.2 percent of West Bank territory.

Area B is the part of the West Bank that is under PA civilian control but where Israel has security control – represents 23.8 percent of West Bank territory.

Area C is the part of the West Bank that is fully under civilian and military Israeli control, where the PA does not function – represents 59 percent of West Bank territory.

E1 is an area located between East Jerusalem and the settlement of Ma’ale Adumim and beyond. Israel has plans to extensively settle and expand its presence in E1, but these plans have only partially been implemented to date. E1’s potential impact on Palestinian territorial contiguity make it a focus of attention.

IDF, Israeli Defense Forces, or Tsahal in Hebrew, are the armed forces of the State of Israel.

PLO, Palestinian Liberation Organization is recognised by the UN and most countries, including Israel, as the legitimate representative of the Palestinian people in international negotiations.

PA, Palestinian Authority (Palestinian National Authority is less frequently used) is the self-governing authority for Palestinians in Gaza and the West Bank.

PNC, Palestinian National Council is the main assembly of the PLO.

PLC, Palestinian Legislative Council is the legislative body or parliament of the PA.

Quartet, composed of the United Nations, the European Union, the United States, and Russia, is a contact group of sorts on the Middle East Peace Process.

UNRWA, United Nations Relief and Works Agency for Palestinian Refugees in the Near East. It is tasked with providing assistance and protection for some five million registered Palestinian refugees in Gaza, the West Bank, Lebanon, Syria, and Jordan.
