Hungary

Hungary signed up to the EU sanctions on Russia, but was far from co-operative in their implementation. Government members publicly questioned their validity. Hungary was a slacker on diversification from gas dependence on Russia. However it led on Libya, retaining its embassy long after other EU states closed theirs.
