Víctor Muñoz is visiting fellow at the European Council on Foreign Relations. He is an industrial engineer specialising in telecommunications, with more than 20 years of experience in the business process outsourcing and information technology (IT) sectors. Muñoz is co-founder and partner of Argia, a consulting firm in green tech and economics.
Muñoz became Colombia’s first-ever governmental chief information officer in 2018, working to improve IT practices across Colombian government agencies. In 2021, he became the general director of the presidency (general secretary) of the Republic of Colombia, leading on issues that included its covid-19 vaccination and economic reactivation programmes, as well as the implementation of the peace agreements. He was at the forefront of the Colombian government’s adoption of ethical frameworks for artificial intelligence.
In 2020, Apolitical named Muñoz one of the “Agile 50: the World’s 50 Most Influential People Revolutionising Governance” on digital transformation issues.
He is the author of two books on digital transformation and the adoption of artificial intelligence.
