Biography
Filipa Schmitz Guinote was head of advocacy at the European Council on Foreign Relations, based in the Berlin office. She developed advocacy strategies for organisation-wide priorities and oversees a team supporting the programmes, national offices, and the leadership in their engagement with policymakers across Europe.
Schmitz Guinote brings extensive experience leading public and private advocacy with human rights coalitions and with the International Committee of the Red Cross, where she worked as head of diplomatic strategy, just prior to joining ECFR.
She studied political science at Sciences Po Paris and holds a Master’s degree in human rights and democratisation from the University of Padova, as part of a pan-European university programme.
Several EU countries are withdrawing from, or considering withdrawing from, humanitarian disarmament treaties. While Europe must urgently strengthen its defence capabilities, it should not lose its foreign policy identity to Russia in the process
